Removes requirement for interbasin transfer certificates for water transfers between the eliminated subbasins and their parent river basins

Expands 2020 Farm Act TMDL transport factor calculation provisions to apply to all local governments in the Neuse River Basin, removing the previous limit of fewer than 15,000 customer connections

Removes requirement for Environmental Management Commission to select independent professionals to validate DEQ watershed modeling before adopting new transport zones
