Department of Public Instruction and State Board of Community Colleges must study and report on licensure requirements for Career and Technical Education (CTE) high school teachers by March 15, 2026

Study will examine whether alternative criteria could qualify credentialed skilled workers or professionals to teach CTE courses without traditional teacher licensure

Report must address specific criteria including acceptable credential types, required years of experience, and measures of competency demonstrating expertise

Recommendations must outline how to implement an alternative or modified licensure path within existing CTE licensure policies and procedures

Effective date: July 1, 2025
