Expands eligibility for the Needs-Based Public School Capital Fund to include counties with census tracts experiencing persistent poverty or low-to-moderate income as identified by HUD, in addition to the existing $40 billion property value threshold

Sets a 35% local match requirement for newly eligible counties (those qualifying via poverty/income census tracts) that exceed the $40 billion property value threshold

Requires the Department of Public Instruction to allocate cooperative innovative high school supplemental allotments equally per school on a recurring basis, starting in fiscal year 2025-2026

Prohibits all State agencies from using Department of Commerce economic development tier designations to allocate education funds to K-12 public schools, community colleges, or UNC institutions, including grants, bond proceeds, and supplemental allotments

Becomes effective July 1, 2025, with eligibility changes applying to grant applications submitted on or after that date
