Prohibits North Carolina state government and all political subdivisions from purchasing or acquiring unmanned aircraft (drones) manufactured or assembled by covered foreign entities

Bars use of any State funds for such purchases, including funds distributed through contracts, grants, or cooperative agreements

Defines "covered foreign entity" as any individual, government, or party that: appears on the U.S. Consolidated Screening List or Entity List; is domiciled in China or Russia; is under influence or control of the Chinese or Russian governments; or is a subsidiary/affiliate of Chinese or Russian parties

Renders any contract entered in violation of this prohibition void

Becomes effective July 1, 2027, applying to drones purchased or acquired on or after that date
