Establishes the Additional Teacher Assistant Grant Program to fund one teacher assistant for every K-2 classroom and one teacher assistant for every three third-grade classrooms

Requires the Department of Public Instruction to create an application within 30 days of enactment, with local school districts and charter schools eligible to apply

Selects 16 participating public school units total—one local school administrative unit and one charter school from each of North Carolina's eight educational districts

Appropriates $14.8 million in nonrecurring funds from the General Fund for each year of the 2025-2027 fiscal biennium ($29.6 million total)

Funding distributed based on estimated statewide average salary and benefits per position, assuming an average class size of 21 students
