Establishes the NC Universal Income Program (NCUIP) in the Department of Commerce to provide up to $3,000 per month for up to five years to eligible individuals receiving job training or performing volunteer work

Creates the Pay-It-Forward Fund to support the program, with funding sought from private sources and local, state, and federal government levels through public-private partnerships and tax incentives

Requires program graduates to pay an additional 1% in state individual income taxes, with revenue directed to the Pay-It-Forward Fund to support future participants

Mandates the Department of Commerce establish the program by January 1, 2026, and submit annual implementation reports to the General Assembly beginning April 1, 2026

Effective date of July 1, 2025
