Extends the provisional licensee supervision period from 12 months to 24 months and prohibits provisional licensees from becoming supervising bail bondsmen for the first five years of licensure (increased from two years)

Creates new requirements for supervising bail bondsmen including a $200 application fee, five years of uninterrupted experience, annual renewal by May 31, and limits supervision to no more than two provisional licensees at a time

Prohibits out-of-state sureties from directly arresting defendants in North Carolina and requires them to use NC-licensed bondsmen for arrests or surrenders

Adds new grounds for license denial or revocation including statutory violations causing injury or death, use of excessive force, and commission of acts satisfying felony elements even without conviction

Requires bail bondsmen to maintain a physical business address in North Carolina separate from any residence, prohibits use of P.O. boxes, and adds motor vehicle financial responsibility compliance as a licensing qualification
