Establishes the NC-Federal Alignment for Critical Technologies Task Force (NC-FACT) within the Department of Commerce, Office of Science, Technology & Innovation

Task Force membership includes Office staff and may include representatives from UNC constituent institutions and the private sector at the Office's discretion

Requires the Task Force to research ways to increase collaboration among state, federal, and private entities and streamline resources to promote science and technology industries

Directs development of short-, mid-, and long-term economic development strategies to grow science and technology industries, with emphasis on attracting out-of-state investment

Mandates annual reports to the Joint Legislative Economic Development and Global Engagement Oversight Committee by April 1 each year, including specific actionable recommendations
