Establishes the Maternal Care Access Grant Program with $5 million annually to fund community-based organizations working to prevent maternal mortality among black women, with individual grants ranging from $10,000 to $50,000

Requires mandatory implicit bias training for all health care professionals providing perinatal care, with completion deadlines of December 31, 2026 for current licensees and within one year for new licensees, funded at $2.5 million annually

Allocates $3 million annually to five Historically Black Colleges and Universities (Bennett College, Fayetteville State, Johnson C. Smith, NC A&T, and NC Central) to establish lactation consultant training programs

Creates a Perinatal Education Grant Program with $3 million annually to support childbirth and newborn care education in rural, underserved, and low-wealth areas

Establishes the Momni-Bus Initiative with $6.5 million annually, including $1.5 million to March of Dimes and $5 million for competitive grants to organizations providing maternal and infant health services in areas with limited maternity care access
