Establishes the North Carolina Commission on Youth Mentoring and Academic Enhancement within the Department of Administration to create a grant program for small- to medium-sized nonprofit mentoring and tutoring organizations serving high school students

Commission will consist of 12 members appointed by the Governor, including nonprofit employees, two student participants ages 14-18, Department of Public Instruction representatives, business and philanthropic community members, and public school instructors

Grant programs must focus on reducing substance use disorders and gang involvement, increasing positive adult connections for youth, and providing academic tutoring in core subjects with enrichment opportunities

At least three-fifths of nonadministrative program staff should be under age 30 and from the same county where they work; funding comes from the State Education Lottery

Commission must submit annual reports by December 1 to legislative appropriations committees detailing grant applications, awards, remaining funds, and participant academic performance; effective July 1, 2025
