State agencies must translate all information about state services and resources into the five most common non-English languages spoken in North Carolina homes, as determined by the U.S. Census Bureau American Community Survey

Department of Administration will contract with certified translation services through competitive procurement and develop procedures and timelines for completing translations

When "Chinese" is listed among the top five languages, materials must be translated into Mandarin, with Cantonese translations available upon public request

Department may convert contract translation services to permanent state translator positions after consulting with the Joint Legislative Commission on Governmental Operations if more cost-effective

Appropriates $5,487,767 in recurring General Fund dollars to the Department of Administration for FY 2025-2026, with translated information requirements taking effect January 1, 2027
