Removes all restrictions on Food and Nutrition Services (SNAP) and TANF benefits for individuals convicted of drug-related felonies, fully opting out of the federal ban under the 1996 welfare reform law

Eliminates current requirements that limited eligibility to Class H or I felonies with a 6-month waiting period after release or conviction

Removes mandatory substance abuse treatment as a condition for receiving benefits for those with drug felony convictions

Extends the recertification period for Food and Nutrition Services eligibility from the current timeframe to every 12 months

Effective date: January 1, 2026
