Removes the 10% cap on state funding for commuter rail and light rail projects within distribution region allocations under North Carolina's Strategic Transportation Investments (STI) program

Eliminates restrictions that limited state funding for commuter and light rail to the lesser of 10% of the distribution region allocation or 10% of estimated total project costs

Creates a new funding category for public transportation services spanning four or more counties and serving more than three municipalities

Repeals G.S. 136-189.11(d1), removing additional existing limitations on transit funding

Takes effect immediately upon becoming law
