Adds the Military Veteran special registration plate to the list of plates that may be issued on a personalized background, rather than requiring the standard "First in Flight," "First in Freedom," or "National/State Mottos" background

Modifies the plate design to specify that the branch of service name and insignia must appear "on the left side of the plate" rather than the previous unspecified placement

Plates remain available to individuals who served honorably in any branch of the U.S. Armed Forces and must display "U.S. Military Veteran" across the top

Military Veteran plates continue to be exempt from minimum application requirements under G.S. 20-79.3A and special plate fees under G.S. 20-79.8
