NC Public Utilities Commission must conduct a study within 90 days of enactment evaluating the feasibility, costs, and benefits of establishing an energy imbalance market or regional transmission organization in North Carolina, South Carolina, or the broader Southeast

Study must assess the current energy market, possible reforms to the Southeastern Energy Exchange Market, and impacts on electricity generation, customer rates, carbon emissions, economic opportunity, and disadvantaged communities

Commission must identify legal and procedural requirements at state and federal levels needed to implement electricity market reforms, including laws and regulations that may need amendment

Written report due to the Joint Legislative Energy Policy Commission within one year of enactment

Appropriates $350,000 in nonrecurring General Fund money to the Utilities Commission for fiscal year 2025-2026 to conduct the study
