Prohibits the State of North Carolina and its political subdivisions from banning, unreasonably limiting, or interfering with patient access to assisted reproductive technology, including IVF, gamete intrafallopian transfer, and zygote intrafallopian transfer

Protects health care providers' right to provide evidence-based information about assisted reproductive technology and to perform or assist with these procedures

Defines "assisted reproductive technology" as all treatments or procedures involving the handling of human oocytes or human embryos

Preserves the state's ability to enforce existing health and safety laws related to health care facility operations and provider services

Takes effect immediately upon becoming law
