Requires tattooists to complete annual bloodborne pathogen training compliant with OSHA standards (29 C.F.R. § 1910.1030) to obtain or renew a tattooing permit

Local health departments must verify completion of bloodborne pathogen training before issuing initial or renewal permits

Department may deny permit applications if applicants fail to demonstrate successful completion of the required training

Licensed physicians, physician assistants, and nurse practitioners performing tattooing within their professional practice remain exempt from permit requirements

Effective October 1, 2025, applying to permit applications received on or after that date
