Amends the North Carolina Constitution to limit regular legislative sessions to 90 legislative days in odd-numbered years and 45 legislative days in even-numbered years

Excludes reconvened sessions and extra sessions called by the Governor from the day count calculations

Prohibits any valid legislative action other than adjournment resolutions after the prescribed time limits expire

Requires voter approval through a statewide referendum on November 3, 2026

Takes effect upon certification of majority voter approval and applies to regular sessions beginning after that date
