Creates four new criminal offenses for vessel operators who unintentionally cause death or serious injury through reckless boating (not involving impaired boating)

Death by reckless boating classified as Class A1 misdemeanor; serious injury by reckless boating classified as Class 1 misdemeanor

Aggravated versions apply when the offender has a prior reckless vessel operation conviction within seven years: aggravated death is a Class F felony, aggravated serious injury is a Class I felony

Prohibits double prosecution for both death by reckless boating and manslaughter arising from the same death

Effective December 1, 2025, applying to offenses committed on or after that date
