Establishes the Joint Legislative Commission on Market Rate Compensation for Teachers to compare North Carolina public school teacher pay with other states nationwide

Commission composed of 7 members: 2 senators, 2 representatives, 2 gubernatorial appointees, and the State Superintendent of Public Instruction or designee

Required to hold at least 5 public meetings in distinct geographic regions of the state

Study areas include starting/average salaries, employment benefits, wage gap with similarly educated professionals, teacher attrition rates, and effectiveness of salary supplements, bonuses, and loan forgiveness programs

Final report with legislative recommendations due by end of 2026 Regular Session; commission terminates December 31, 2026
