Authorizes the State to take depositions of material witnesses in criminal cases when the witness faces imminent danger, has been threatened, is about to leave the state, is sick/infirm, is detained and may flee, or is 65 years or older, with defendants entitled to at least 10 days' notice and the right to counsel

Requires depositions to be recorded and transcribed, with audiovisual recordings permitted; depositions may be used at trial if the witness becomes unavailable

Grants sexual assault victims the right to request information on the testing status and location of their evidence collection kit, receive 60-day written notice before kit destruction, request further preservation, and have an advocate present during court proceedings

Directs the Attorney General to publish a plain-language list of sexual assault victim rights on its website by December 1, 2025, and distribute written copies to hospitals statewide

Modifies the Conference of District Attorneys by eliminating the President-elect position, reducing meeting notice requirements from 10 to 5 days, and requiring the Executive Director to be a licensed attorney in North Carolina
