Repeals existing school performance grade statutes (G.S. 115C-83.15, 115C-83.16, 115C-83.17) and establishes a new scoring system based on student proficiency rates, growth measures, English language proficiency progress, and graduation rates

Creates separate performance score calculations for elementary schools (grades K-5), middle schools (grades 6-8), and high schools (grades 9-12), with points awarded for each percentage of students meeting various academic benchmarks

Establishes letter grade thresholds: elementary schools require scores of 62+ for A, 54+ for B, 41+ for C, 32+ for D; middle/high schools require 64+ for A, 57+ for B, 44+ for C, 34+ for D

Requires separate performance scores and grades for student subgroups including economically disadvantaged students, racial/ethnic groups, children with disabilities, and English learners

Mandates enhanced school report cards showing growth designations (met/exceeded/not met expected growth), three-year comparison data, achievement gap tracking, and career/college readiness percentages; applies to 2025-2026 school year data
