Initial members of charter school boards of directors must undergo criminal history checks before the Charter Schools Review Board grants final approval; applicants for initial charters received on or after October 1, 2025 are subject to this requirement.

All public school units must require criminal history checks for applicants to school personnel positions before offering unconditional employment, effective for applications received on or after January 1, 2026; governing bodies may not hire or contract with applicants who refuse consent.

School administrators who fail to report licensed employee misconduct (including conduct warranting license revocation, physical injury to a child, or intentional emotional distress) to the State Board of Education within five days commit a Class I felony, effective December 1, 2025.

Principals must immediately report to law enforcement any threats directed at teachers or assaults on school property; supervisors must report student threats or assaults against employees to the principal, with these requirements extended to charter schools, regional schools, and UNC laboratory schools.

The State Board of Education is encouraged to align its licensure system with the Multistate Educator Lookup System to enable electronic validation of out-of-state educator credentials.
