Appropriates $2,000,000 in nonrecurring funds for fiscal year 2025-2026 to Family First, Inc. (Florida nonprofit) to expand the All Pro Dad fatherhood program in North Carolina schools through chapters, father-child engagement events, and parenting resources

Creates the "Responsible Fatherhood NC Act" requiring the Department of Health and Human Services to contract with a nonprofit Program Manager to run a statewide fatherhood initiative including media campaigns and resources for fathers

Appropriates $3,000,000 in nonrecurring funds for fiscal year 2025-2026 to DHHS, with up to $2,000,000 for the Program Manager contract and the remainder for grants to community-based nonprofits serving fathers

Authorizes grants to nonprofits that provide comprehensive services to fathers (employment assistance, child support management, reentry support, parenting education) or evidence-based parenting education programs

Effective July 1, 2025, with DHHS required to implement the Responsible Fatherhood NC program within six months
