Establishes eligibility for CLEIR Fund grants to private businesses with fewer than 100 employees, nonprofit organizations, local governments, and state agencies

Prioritizes grants for renewable energy deployment, energy efficient technologies, green building processes, workforce development, and attracting private-sector investment in clean energy

Allows the Department of Commerce to use up to $100,000 or 5% of funds annually for administration, with unspent funds reverting to the General Fund by June 30, 2027
