NC Policy Collaboratory at UNC-Chapel Hill must study food service ware issues including plastics pollution impacts, recycling rates, other states' bans, effects on people with disabilities, and new recycling technologies, with findings due to the 2026 legislative session

Legislative Services Officer must reduce food service ware in General Assembly food establishments and beverage services, with preliminary report due September 1, 2025 and final report March 1, 2026

Department of Natural and Cultural Resources must implement a pilot program at five facilities to eliminate single-use food service ware, with reports due September 1, 2025 and March 1, 2026

Creates a beneficial use determination process allowing DEQ to authorize reuse of nonhazardous solid waste for construction, land application, or other projects as an alternative to landfill disposal, with approvals valid up to five years (effective January 1, 2026)
