Legislative Research Commission directed to study "paper towns" in North Carolina, defined as towns that exist but do not provide adequate services required by law to residents

Study will examine whether towns incorporated since 1995 are providing the services originally proposed in their petitions to the Joint Legislative Commission on Municipal Incorporation

LRC must assess whether current services justify continued taxation, zoning authority, and regulation of private property by each town studied

Study will determine whether the General Assembly should suspend or revoke charters of towns failing to provide critical services sufficient to sustain incorporation

Final report with findings and proposed legislation due to the 2026 Regular Session of the General Assembly
