Expands existing school tobacco policies to prohibit nicotine products, hemp products (including delta-8, delta-9, and CBD), and vapor products in school buildings, facilities, campuses, and school-sponsored events

Requires public schools to provide evidence-based, age-appropriate nicotine, hemp, and vapor product cessation and prevention materials to students at the beginning of each school year, with all materials pre-approved by the Department of Health and Human Services

Mandates confiscation of prohibited products from students under 21, with parent notification within 24 hours; first offense requires counseling and either a parent meeting or participation in an education program

Second offense triggers formal disciplinary action per school policy; third or subsequent offenses may include required educational community service

Requires the State Board to report annually by March 15 to the Joint Legislative Education Oversight Committee on students disciplined for nicotine/vaping violations, disaggregated by school unit, race, gender, grade level, ethnicity, and disability status
