Prohibits abortion from the point of fertilization, with the only exception being when a licensed physician determines the pregnant woman has a life-threatening physical condition that places her at risk of death or serious substantial impairment of a major bodily function

Excludes from the definition of abortion: birth control devices, oral contraceptives, removal of ectopic pregnancies, removal of a dead unborn child from spontaneous abortion, and acts intended to save the life of the unborn child

Establishes criminal penalties of Class B1 felony if the violation results in death of an unborn child, or Class B2 felony for other violations, plus civil penalties of at least $100,000 per violation

Requires mandatory revocation of medical licenses for physicians or healthcare professionals who perform abortions in violation of the law, while explicitly exempting pregnant women from criminal, civil, or administrative penalties

Repeals existing North Carolina abortion statutes including Articles 1I and 1K of Chapter 90 and abortion clinic licensing provisions, effective July 1, 2025
