Establishes legal definitions recognizing only two biological sexes (male and female) for all North Carolina administrative rules, regulations, and public policies, effective January 1, 2026

Requires online entities hosting pornographic content to verify all performers are 18+, obtain written consent for both sexual acts and image distribution, and remove non-consensual images within 72 hours of request, with civil penalties up to $10,000 per day per image for violations

Prohibits state funds from being used for gender transition procedures, puberty blockers, or cross-sex hormones for minors or any state prisoners, effective July 1, 2025

Extends the statute of limitations for medical malpractice claims related to gender transition procedures on adults to 10 years from discovery of injury, removes damage caps, and revives previously time-barred claims

Requires public schools to allow students with religious objections to be excused from certain classroom activities, provide parents searchable online access to school library catalogs with the ability to restrict their child's borrowing, and prohibit students from sharing sleeping quarters with members of the opposite biological sex during school events
