Repeals class size requirements for North Carolina public schools, including maximum class size limits for kindergarten through third grade and associated reporting and penalty provisions

Establishes that at least 50% of teachers in each public school must hold state teacher licenses, while removing the previous requirement that all teachers hold or qualify for licensure

Requires all teachers in core subject areas (mathematics, science, social studies, and language arts) to be college graduates regardless of licensure status

Mandates unlicensed teachers complete preservice training before beginning instruction, covering: identification and education of children with disabilities, positive behavior management, de-escalation communication, and safe use of seclusion and restraint

Effective upon becoming law, applying beginning with the 2025-2026 school year
