Prohibits North Carolina governmental entities from contracting with companies owned or controlled by citizens of China, Iran, North Korea, Russia, or other designated countries when the contract would grant access to critical infrastructure (communication systems, cybersecurity systems, electric grid, hazardous waste treatment, or water treatment facilities)

Contracts violating these restrictions are void and against public policy; the Council of State may designate additional countries as threats to critical infrastructure

Requires criminal history record checks for individuals granted access to critical infrastructure, including employees and contractors working with the Judicial Department's systems, electric power grid, UNC communication/cybersecurity systems, and State CIO systems

Mandates criminal background checks for all applicants seeking initial certification as water treatment facility operators, with applicants paying the cost of fingerprinting and checks

Hazardous waste facility permit applicants must demonstrate they require criminal history record checks for any individual granted access to their hazardous waste treatment systems
