Requires the State Board of Community Colleges to develop standards, curriculum, and instructor criteria for a comprehensive firearm safety instruction course in consultation with the NC Criminal Justice Education and Training Standards Commission, law enforcement agencies, and firearms associations

Mandates every North Carolina community college offer the firearm safety course each semester as a noncurricular extension course available to all citizens 18 years and older

Course development must be completed by August 1, 2025, with colleges offering the course starting in the fall 2025 semester

Appropriates $1,000,000 annually in recurring funds from the General Fund for fiscal years 2025-2026 and 2026-2027 to develop and establish the program

Funding provisions take effect July 1, 2025; remaining provisions take effect when the bill becomes law
