Replaces the term "multiunit assisted housing with services" with "registered residential facility" throughout state statutes and removes these facilities from the definition of "assisted living residence" to clarify they are not equivalent to licensed adult care homes

Expands the list of individuals who cannot be cared for in registered residential facilities to include those unable to evacuate independently due to physical or cognitive impairments, and those who exhibit wandering behaviors or require supervision for safety

Establishes new registration requirements including detailed disclosure statements covering emergency systems, service charges, tenancy limitations, appeals processes, and contact information for complaint hotlines; facilities must comply with approved disclosure statements and notify the Division within 14 days of any changes

Authorizes the Department of Health and Human Services to seek injunctions against unregistered facilities, conduct complaint inspections, and take adverse action (deny, suspend, or revoke registration) for violations including substantiated abuse, neglect, or exploitation findings

Appropriates $355,214 in recurring funds annually for 2025-2027 and $18,000 in nonrecurring funds to hire three Facility Compliance Consultant I positions for registration and inspection duties, with most provisions effective January 1, 2026
