County registers of deeds will be authorized to issue certified copies of adoptee birth certificates through the electronic birth registration system, expanding access beyond only the State Registrar

Adoptees, their children, adoptive parents, spouses, and siblings may request certified copies from either the State Registrar or the register of deeds in the county of birth

Registers of deeds and designated staff must complete mandatory initial and annual training on adoptee information privacy before issuing adoptee birth certificates

State Registrar must provide initial training by November 1, 2025, with registers of deeds completing training by January 30, 2026; annual training must be available by July 1, 2026

Main provisions take effect January 1, 2026, and apply to adoptee birth certificates in the electronic system before, on, or after that date
