Class C drivers licenses remain valid for driving purposes up to two years after expiration to address DMV renewal backlogs

Moratorium does not apply to licenses that are canceled, revoked, or suspended, or to Real ID compliant licenses valid for eight years or more

Joint Legislative Transportation Oversight Committee must review studies and audits on DMV issues including staffing shortages, employee retention, and outdated technology

Committee must report findings and recommended legislation to the 2026 Regular Session of the 2025 General Assembly

Act takes effect upon becoming law, applies to Class C licenses expiring on or after that date, and expires December 31, 2027
