Authorizes multi-county research and production service districts and urban research service districts (URSDs), allowing counties to adopt concurrent resolutions to establish districts spanning county lines even if individual county portions don't meet standalone standards

Permits research park developers to serve as designated agents for contracting services, construction, and procurement within districts, with authority to own infrastructure including streets, sidewalks, parks, schools, utilities, and public transportation systems

Doubles the maximum property tax rate for research and production service districts from 10 cents to 20 cents per $100 of assessed property value

Allows advisory committee appointments in multi-county districts to be divided proportionally based on each county's share of the district territory, with each county board able to make one additional discretionary appointment

Expands the definition of public transportation facilities eligible for county property tax funding to include greenways that support public conveyance
