Requires locksmith businesses (corporations, companies, firms, associations, or sole proprietorships) to obtain a separate annual business license from the NC Locksmith Licensing Board, with fees up to $100

Increases the maximum number of apprentices a licensed locksmith may supervise from two to three, and allows apprentices to renew their license for one additional three-year term instead of losing eligibility after failing or not taking the exam

Requires apprentices to complete 16 hours of Board-approved technical locksmith training and display their badge card prominently when performing services

Strengthens supervision requirements by mandating licensed locksmiths remain physically present at all times when unlicensed employees perform locksmith services

Expands enforcement authority by allowing the Board to recover attorneys' fees in injunction proceedings and discipline locksmith businesses for violations by any employee or agent working under their supervision
