Expands automatic enrollment in advanced courses to include English Language Arts in addition to mathematics, requiring students scoring at the highest level on end-of-grade tests to be enrolled in advanced learning opportunities beginning with the 2025-2026 school year

Grants parents the right to choose their preferred nurse for IEP-required nursing services if the nurse previously served the child and meets contractual requirements with the local educational agency

Strengthens Charter Schools Review Board authority by allowing it to approve rules and policies directly, hire its own legal counsel, and oversee the Executive Director position, while exempting charter schools from class rank transcript requirements

Establishes the CEP Meal Incentive Program to expand free school breakfast and lunch by providing state reimbursements to supplement federal funding for schools participating in the Community Eligibility Provision, with up to $500,000 available for administrative costs

Requires local boards of education to publish total compensation and position information for central office employees on their websites by August 15, 2025, and annually thereafter, including salary, reimbursements, position titles, and departmental staffing data
