Restricts retail sale of neonicotinoid pesticides to sellers authorized to sell restricted use pesticides, effective October 1, 2025

Limits neonicotinoid pesticide use to licensed pesticide applicators, farmers using them for agricultural purposes, and veterinarians practicing veterinary medicine

Defines neonicotinoid pesticides as including imidacloprid, nithiazine, acetamiprid, clothianidin, dinotefuran, thiacloprid, and thiamethoxam, while exempting pet flea/tick products, lice/bedbug treatments, and structural pest control products

Requires the Pesticide Board to monitor EPA pollinator risk assessments and report recommendations for state-level regulatory changes within six months of EPA completion

Directs the Pesticide Board to study whether North Carolina should regulate seeds treated with systemic insecticides, with findings due to the Environmental Review Commission by November 1, 2025
