North Carolina Collaboratory must conduct a comprehensive study on shellfish aquaculture regulations, balancing economic development, environmental protection, and public access to coastal waters

Study must evaluate effectiveness of existing lease regulations, history and rationale for current moratoriums, and whether to lift, modify, or add new moratoriums on shellfish aquaculture leases

Required consultation with Division of Marine Fisheries, Marine Fisheries Commission, shellfish growers, commercial and recreational fishermen, property owners, and coastal local governments

Interim report due to Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources by December 1, 2025; final report with legislative recommendations due by May 1, 2026

Study must assess economic impacts on coastal economies and tourism, conflicts with property values and other water uses, environmental effects including water quality and seagrass protection, and differences between bottom and column leases
