Changes the standard for parental rights termination due to abandonment from 6 "consecutive" months to 6 "cumulative" months, and sets a 2-year timeline for placing children in permanent homes when return to parents is not in their best interest

Directs the Department of Health and Human Services to publish adoption information on its website and develop a program to support families at risk of adoption dissolution

Requires local school administrative units to include information about adoption and its benefits in reproductive health and safety education starting in seventh grade
