Expands the definition of "modified utility vehicle" to include two-wheeled off-road motorcycles with engine displacement of 124cc or more, maximum speed of 40+ mph, and a saddle-style seat, allowing them to be registered for limited road use

Off-road motorcycles qualifying as modified utility vehicles must be equipped with standard motorcycle safety equipment and a vehicle identification number (VIN), which the DMV will assign if the vehicle lacks one

Operators of these registered off-road motorcycles must hold a valid motorcycle license, and motorcycle-specific traffic laws under G.S. 20-140.4 apply to operators and passengers

Modified utility vehicles (both four-wheeled and two-wheeled configurations) may only operate on roads with posted speed limits of 55 mph or less
