Requires the State to pay the full cost of relocating utility facilities when relocation is necessitated by federal-aid interstate highway projects eligible for federal reimbursement, minus any increased value or salvage from the old facility

Mandates cities with populations of 5,000 or more to reimburse communications service providers (broadband, video programming, telephone, telegraph, wireless) for costs when the city requires relocation of facilities in city rights-of-way

Cities under 5,000 population are exempt from reimbursement requirements unless the relocation is for a road project funded exclusively with federal funds

Expands the definition of "public service corporation" in existing public authority statutes to include broadband providers, video programming services, telephone/telegraph lines, and wireless facilities for relocation purposes
