Imposes a moratorium until March 1, 2027 on Environmental Management Commission certificates for new or increased surface water transfers exceeding 15 million gallons per day between river basins

Directs the NC Collaboratory at UNC-Chapel Hill to study the state's surface water transfer approval process, which has been in place for over 30 years, and recommend legislative updates

Study must examine environmental impact requirements, economic equity for lower-income communities in source basins, climate change impacts on water flows, and incentives for drought resiliency policies

Collaboratory must consult with the Army Corps of Engineers and entities managing water impoundments regarding impacts on hydroelectric power generation and water supply

Findings and proposed legislation due to the 2027 General Assembly; law became effective July 9, 2025
