Establishes the North Carolina Missing with Disability Alert System within the NC Center for Missing Persons to rapidly disseminate information about missing persons or children with disabilities who may face abuse, harm, neglect, or exploitation

Requires the Center or law enforcement agencies to issue statewide alerts as quickly as possible when a missing person with a disability is reported

Mandates development of guidelines and procedures for issuing alerts, including education and training for radio and television broadcasters to participate in the system

Requires specific health information about the missing person to be protected from public disclosure through the alert

Directs coordination with the Department of Transportation to use overhead highway message signs to display information about missing persons when it could assist in recovery
