Prohibits North Carolina counties and cities from adopting or enforcing any ordinance, resolution, or policy that makes payments to individuals under guaranteed income programs, unless expressly authorized by state or local law

Defines "guaranteed income program" as a program providing unconditional cash payments on a regular basis that recipients can use for any purpose

Exempts programs that require participants to seek reemployment, perform work, or attend training as a condition of receiving cash payments

Amends Chapter 153A (county government) and Chapter 160A (city government) of the General Statutes by adding new sections specifically prohibiting these programs

Takes effect immediately upon becoming law
