Requires video and audio recording of all district court infraction hearings and criminal trial proceedings, including pretrial motions, pleas, plea bargains, sentencing hearings, and requests for limited driving privileges, using equipment provided by the Administrative Office of the Courts

Mandates that recordings be made available online for public viewing and download to satisfy public records requirements under Chapter 132

Requires clerks to include additional data in electronic records for impaired driving cases: reasons for pretrial dismissals, alcohol concentration levels, reasons for evidence suppression, charge dispositions, aggravating/mitigating factors, and punishment levels

Directs the Administrative Office of the Courts to publish annual reports by September 1 containing statewide and county-level summaries of impaired driving charges, dispositions, sentencing factors, and sentencing levels

Effective December 1, 2025, with the first impaired driving report covering December 1, 2025 through June 30, 2026, to be published by September 1, 2026
