Appropriates $582,229,750 in nonrecurring funds from the Savings Reserve for Hurricane Helene unmet needs in Western North Carolina for fiscal year 2025-2026

Allocates funds across multiple state agencies: $127.4 million to Agriculture for streambank restoration and food banks; $107 million to Commerce for small business grants; $105 million to Housing Finance Agency for affordable housing and mortgage assistance; $100 million to State Treasurer for local government revenue replacement

Creates two business recovery grant programs: a Department of Revenue program providing grants up to $75,000 to businesses with reduced Q4 2024 sales tax collections, and an Expanded Dogwood Health Trust Partnership program for small businesses with 50 or fewer employees and under $10 million annual revenue

Provides $50 million to Natural and Cultural Resources for state parks restoration and flood abatement, $39.2 million to Public Instruction for community college small business centers and K-12 summer learning programs, and $16 million to Environmental Quality for dam removal and septic repair

Requires unexpended funds to revert to Savings Reserve by June 30, 2027, with the act effective July 1, 2025
