All memorandums of agreement between USEPA and NC Department of Environmental Quality (and related commissions) must receive General Assembly approval by majority vote of both chambers before execution

DEQ must notify USEPA by October 1, 2025 of intent to revise the NPDES Memorandum of Agreement governing the Sedimentation Pollution Control Act to eliminate program redundancies and reduce costs, delays, and duplication for land-disturbing activities

DEQ must request by October 1, 2025 that USEPA consult with the department on proposed federal regulation changes before publishing them in the Federal Register

DEQ must submit copies of all Clean Water Act-related agreements with USEPA to the House Housing and Development Committee by October 1, 2025, along with information on federal funding received and funding adequacy

Quarterly reporting to the Environmental Review Commission required beginning January 1, 2026 on DEQ's progress in these activities
